Ontario PNP 2026: Key Takeaways

The Ontario Immigrant Nominee Program (OINP) is Ontario’s economic immigration program. A nomination does not grant permanent residence. IRCC makes the final PR decision.
You cannot apply until Ontario invites you. First you register an expression of interest (EOI). There is no fee to register. An EOI is valid for 12 months unless you are invited, you withdraw it, or Ontario removes it.
The Ontario Workforce Priority stream is for skilled foreign workers with a qualifying job offer in any NOC, plus a path for eligible self-employed physicians without a job offer.
After an invitation, job-offer applicants generally have 17 calendar days to submit and pay. The employer must apply to approve the employment position within 14 calendar days, and you cannot submit until that employer step is done.
If you are nominated and you qualify for a federal Express Entry program, you can often choose Express Entry nomination (TEER 0-3 job offer or self-employed physician). That can lead to a faster IRCC PNP round. You must keep a valid Express Entry profile that lists Ontario (or all provinces).

What the OINP is (and is not)

The OINP works with Immigration, Refugees and Citizenship Canada (IRCC). Ontario ranks people who register an EOI, invites some of them to apply for a provincial nomination, then successful nominees apply to IRCC for permanent residence.

Registering an EOI is not an OINP application and not a PR application. Ontario ranks on factors such as education, language, settlement outside the Greater Toronto Area, skill and work experience, Canadian earnings, a job offer, Ontario work experience, and other labour-market needs.

Ontario Workforce Priority stream: who it is for

This stream is for:

skilled foreign workers whose Ontario employer has registered, submitted a job offer in the Employer Portal, and later seeks approval of that employment position
eligible self-employed physicians, who can proceed without a job offer (Ontario asks them to start by submitting a webform)

Ontario Public Service (OPS) employers are not participating. Other government agencies that are not OPS-staffed may be eligible if they meet employer rules.

You must show you had the qualifications you claimed in your EOI when you apply. Misleading EOI information can lead to refusal, administrative penalties, or prosecution.

Job-offer path: how EOI registration works

Your employer registers in the Employer Portal and submits a job offer (Ontario still calls it a job offer if you already work there).
You receive a job offer ID by email.
You register your EOI in the e-Filing Portal using that ID and your email. You have 30 calendar days from the job-offer submission. If you miss it, the job offer expires and the employer must submit a new one.

You cannot change NOC or hourly wage yourself on a job-offer EOI. Those fields come from the employer. If wage or NOC must change, the employer withdraws and files a new job offer, and you register a new EOI.

Use Ontario.ca Login (ONe-key ended March 31, 2025). Ontario does not reset that login for you.

Work experience, language, and education (job offer)

Requirements follow the TEER of the job-offer NOC (second digit of the 5-digit NOC).

TEER 0, 1, 2 or 3

You generally need one of:

6 consecutive months of paid full-time work in the same job-offer position in the 12 months before you apply (about 780 hours and at least 30 hours per week)
if you are a recent Ontario graduate (eligible credential in the last 3 years): 3 consecutive months of paid full-time work in that position in the last 12 months
2 years of cumulative paid full-time work in the same NOC (or listed related NOCs for some engineering, pharmacy, and nursing-aide offers) in the 5 years before you apply, or the part-time equivalent
a mandatory Ontario or federal licence for the position (this can replace the work-experience requirement, except for transport truck drivers NOC 73300 and bus/transit operators NOC 73301, who still need the 6-month consecutive experience)

Language: CLB 6 in all four abilities for most TEER 0-3 jobs; CLB 5 for listed skilled trades; or no test if you hold an eligible Ontario credential from the last 3 years.

Education: usually a one-year post-secondary credential (Canadian or ECA-equivalent) unless you are in a listed skilled trade (high school or equivalent), nurse aides NOC 33102 (Ontario college certificate of at least one year), or you hold a required licence (truck and bus drivers excluded from that licence shortcut).

TEER 4 or 5

at least 9 months of cumulative paid full-time work in the job-offer position in the 2 years before you apply
CLB 4 in all four abilities
Canadian high school diploma or foreign equivalent with an ECA if studied abroad

Approved English tests include IELTS General Training (not Academic or One Skill Retake), CELPIP General, and PTE Core. French: TEF Canada or TCF Canada. Tests must be less than 2 years old at application.

Foreign education needs an ECA less than 5 years old from an IRCC-designated organization.

After an invitation to apply

Ontario may run general or targeted EOI draws. An invitation is not a nomination.

For job-offer pathways:

employer application to approve the position: 14 calendar days
your nomination application and fee: 17 calendar days
you cannot submit until the employer files first

If the employer misses the deadline, the job offer is withdrawn and your EOI leaves the pool. If you miss your deadline, the EOI is removed and cannot be reinstated. A new job offer is required to try again.

Self-employed physicians: submit and pay within 17 calendar days.

There is no fee to register an EOI. Fees are due only if you are invited. Incomplete applications are returned with a fee refund. Refusals for not meeting stream criteria are not refunded.

Express Entry vs non-Express Entry nomination

If your Workforce Priority application is approved, you may choose Express Entry nomination when you:

apply with a TEER 0-3 job offer, or
apply as a self-employed physician

You must already qualify for a federal Express Entry program (FSW, FST, or CEC) and keep a valid profile from application through nomination, showing interest in Ontario or all provinces. False information in Express Entry can sink the OINP file and can lead to IRCC inadmissibility or a five-year ban.

If you do not use Express Entry, you apply to IRCC through the non-Express Entry PNP process. IRCC still decides PR, including admissibility for you and accompanying family.

Practical checklist

Confirm the job NOC and TEER with your employer before any portal filing.
Do not register an EOI until you actually meet stream criteria.
Keep language tests, ECA, licences, and employment letters ready.
Watch the 30-day EOI window after a job offer, then the 14- and 17-day invitation clocks.
