Express Entry Category-Based Selection

Active, 10 categories in force for 2026Last reviewed Nov 3, 2026

Category-based selection lets Immigration, Refugees and Citizenship Canada (IRCC) invite the highest-ranked Express Entry candidates within a group the Minister has defined, such as French speakers or people with experience in a listed occupation. You must still qualify for a federal program to be in the pool, and you do not apply separately: IRCC identifies category members from their profiles. In 2025 and 2026, more than half of all Express Entry invitations were issued in category-based rounds.

Overview

In most Express Entry rounds today, IRCC does not invite the highest scores in the whole pool. It invites the highest scores within a category. A category is a group of candidates the Minister defines to meet an economic goal, based on criteria such as ability in an official language, work experience in specific occupations of the National Occupational Classification (NOC), or education. Everyone outside the category waits, however high their score.

The legal basis is section 10.3(1)(h.2) of the Immigration and Refugee Protection Act, which lets the Minister establish categories and their eligibility criteria. The Minister must state the economic goal of each category, and categories are chosen using labour market information and input from provinces, territories and stakeholders. IRCC reports to Parliament each year on the categories it chose and the invitations issued in each.

Category rounds have become the main way IRCC invites candidates. In 2025, category rounds issued about 67,250 of 113,998 invitations. In 2026, up to October 28, they issued about 80,845 of 149,409. The French-language proficiency category alone issued 60,500 invitations in 2026, more than any other round type.

Category selection does not replace program eligibility. You must first qualify for the Canadian Experience Class, the Federal Skilled Worker Program or the Federal Skilled Trades Program. The category only decides which candidates in the pool compete in a given round.

The November 3, 2026 points changes apply here too

Ranking inside a category uses the same Comprehensive Ranking System (CRS) as every other round. Since November 3, 2026, that includes the new Labour Market Integration factor with points for high-wage Canadian work experience or job offers. Category cut-offs from earlier rounds were set under the old rules.

Who it fits

Category-based selection is likely your route if:

  • You have at least 12 months of work in the last 3 years in a single occupation on a category list, such as healthcare, trades or transport.
  • You can reach Niveaux de compétence linguistique canadiens (NCLC) 7 in French in all four abilities. The French category had the largest rounds and some of the lowest cut-offs in 2026.
  • You are a physician, senior manager or researcher with Canadian work experience in a listed occupation.
  • Your CRS score is solid but not high enough for Canadian Experience Class rounds.

It will not help if:

  • Your occupation is not on any list and you do not have French. There is no category for skilled workers in general.
  • Your experience in listed occupations is split across several different occupations and does not reach 12 months in any single one.
  • Your category is listed but not being drawn. In 2026 there were no rounds for the science, technology, engineering and math (STEM), education or researcher categories.

Eligibility

There are two layers, and you must meet both: you must be eligible for one of the three federal programs, and you must meet every requirement in the instructions for that category's round.

The occupation rule for 2026: you must have at least 12 months of full-time work experience, or the same amount of part-time work, within the past 3 years, in a single occupation on the category's list. The experience does not need to be continuous, and the occupation does not have to be your primary occupation. Physicians, senior managers and researchers must have gained the experience in Canada. For the other occupation categories, experience in Canada or abroad counts.

Skilled military recruits must be foreign skilled military applicants serving in a recognized foreign military, with at least 10 years of continuous service, an offer from the Canadian Forces Recruiting Group for at least 3 years of full-time work in Canada, and at least a 2-year post-secondary credential (with an Educational Credential Assessment if it was earned outside Canada).

The lists change. Agriculture and agri-food occupations, which had rounds in 2023 and 2024, is not on the current list. Always check IRCC's category page for the occupations and NOC codes in force before you rely on a category.

How selection works

There is no separate category score and no bonus for being in a category. IRCC identifies candidates who meet the category criteria, ranks them by their normal CRS score and invites the top-ranked ones. Ties are broken by the date and time the profile was submitted.

That is why cut-offs vary so much. A small group with a reasonably large round clears at a low score: physicians with Canadian experience were invited with scores as low as 169 in 2026. A large group clears higher. Your required score depends on the group you compete in, not on the category system itself.

IRCC announces the chosen categories in advance. IRCC says category rounds supplement other rounds and that it may not need a category round if enough category members are already invited through other rounds.

Being in more than one category helps. You are considered in any round whose criteria you meet, for example both the French-language category and an occupation category.

Step by step

  1. 1

    Qualify for a federal program

Meet the minimum requirements of the Canadian Experience Class, the Federal Skilled Worker Program or the Federal Skilled Trades Program, and submit an Express Entry profile.

  2. 2

    Describe every job accurately

Enter each job with the NOC code that best matches your duties, with correct dates and hours, and enter all your language results, including French. IRCC uses this information to decide which categories you belong to.

  3. 3

IRCC identifies and ranks category members

You do not opt in. When IRCC holds a round for a category you meet, you are ranked against the other members by CRS score.

  4. 4

    Receive an invitation

If your score is at or above the round's cut-off, you receive an Invitation to Apply and have 60 days to apply.

  5. 5

    Apply under your assigned program

You apply under the program IRCC assigns, in this order: Canadian Experience Class if eligible, otherwise Federal Skilled Worker Program, otherwise Federal Skilled Trades Program.

  6. 6

    Prove the category criteria

IRCC's decision considers program eligibility, the accuracy of your profile, category eligibility and admissibility. Include reference letters that prove the 12 months in the listed occupation.

Costs and processing times

There is no extra fee for category-based selection. You pay the normal Express Entry government fees for your program: on IRCC's fee list, checked November 3, 2026, $1,590 for the principal applicant (processing fee plus right of permanent residence fee), $1,590 for a spouse or partner, $270 for each dependent child, and $85 per person for biometrics ($170 maximum per family). Proof of funds applies if you are invited under the Federal Skilled Worker or Federal Skilled Trades program and are not exempt.

Processing times depend on the program you are invited under. The figures shown below come live from IRCC's processing times tool.

Common refusal reasons

A category round only issues invitations. Refusals happen later, when IRCC assesses your application under the program you were invited to. Two problems are specific to categories:

  • Occupation coded wrongly in the profile. If your job is entered under the wrong NOC code, the system may never place you in the category. This is not a refusal, but you silently miss rounds.
  • Category criteria not proven. If you were invited because of experience in a listed occupation, your documents must show 12 months in that occupation within the 3-year period, with duties that match the NOC description. IRCC considers category eligibility when it decides your application.
  • Language results that expire, or a French test that no longer shows NCLC 7 in all four abilities, for French category invitees.
  • The usual program reasons also apply: duties that do not match the NOC, missing proof of funds where required, incomplete applications and misrepresentation.

Frequently asked questions

You do not apply separately and you cannot opt in. IRCC decides which categories you belong to from the information in your Express Entry profile. Entering every job with the right NOC code and all your language results is what makes you visible to the system.

No. Ranking inside a category uses the same Comprehensive Ranking System as every other round. What changes is who you compete against, which is why some category cut-offs are much lower than Canadian Experience Class cut-offs.

Ten: French-language proficiency; healthcare and social services; STEM; trades; education; transport; physicians with Canadian work experience; senior managers with Canadian work experience; researchers with Canadian work experience; and skilled military recruits. IRCC can change the list, so check its category page before you rely on one.

For 2026, at least 12 months of full-time work, or the same amount of part-time work, in the past 3 years, in a single occupation on the category's list. It does not need to be continuous or be your primary occupation. The physician, senior manager and researcher categories require the experience to be in Canada.

Usually for one of three reasons: your score is below the cut-off for that category's rounds, your job is coded differently in your profile than you expect, or IRCC has not held a round for that category. In 2026, the STEM, education and researcher categories had no rounds.

Yes. You are considered for any category whose criteria you meet. For example, a nurse with NCLC 7 in French can be invited in either a healthcare round or a French-language round.

No, with one exception. The skilled military recruits category requires an offer of employment from the Canadian Armed Forces. The other categories are based on language ability or work experience. A qualifying job offer in a high-wage occupation can still raise your CRS score.

IRCC assigns it: the Canadian Experience Class if you are eligible, otherwise the Federal Skilled Worker Program, otherwise the Federal Skilled Trades Program. You cannot choose.
