Why this week's IRCC news matters

If you are in the Express Entry pool, on a Canadian work permit, or advising family who are, September opened with two clear signals from Immigration, Refugees and Citizenship Canada (IRCC):

Invitation volume is still category- and program-led. Healthcare, physician, CEC, and PNP rounds set the pace. CRS cut-offs differ sharply by round type.
Workers already in Canada got more study flexibility. Short programs (six months or less) may not need a separate study permit if you hold a valid work permit and meet the policy rules.

Express Entry in early September 2026: the official rounds

Round 441 (Sep 4, 2026): Healthcare and Social Services - 3,500 invitations, lowest CRS 475
Round 440 (Sep 3, 2026): Physicians with Canadian Work Experience - 229 invitations, lowest CRS 198
Round 439 (Sep 1, 2026): Canadian Experience Class - 2,000 invitations, lowest CRS 521
Round 438 (Aug 31, 2026): Provincial Nominee Program - 562 invitations, lowest CRS 697

Healthcare category: large volume, mid-400s CRS

Round 441 issued 3,500 invitations at CRS 475. If your NOC sits on IRCC's current healthcare and social services list and you have at least 12 months of eligible experience in the past 3 years, this is the lane to watch. Confirm the live occupation list on IRCC's category-based selection page before you treat any NOC as locked in.

Physicians with Canadian experience: small pool, low cut-off

Round 440 invited only 229 physicians, but the lowest CRS was 198. That low cut-off does not mean anyone can apply. It means IRCC invited the highest-ranked candidates inside that narrow category. You still need Express Entry program eligibility plus the physician Canadian-experience category rules.

CEC: high 500s remain the story for many in-Canada workers

Round 439's CEC cut-off of 521 for 2,000 invitations sits in the same band as several mid-year CEC rounds. If your strategy is pure CEC with no category match and no provincial nomination, plan for competition at that level unless your CRS climbs or IRCC shifts volume.

PNP: CRS looks high because of the 600 nomination points

Round 438's PNP cut-off of 697 is typical of nominee rounds: the provincial or territorial nomination adds 600 CRS points. A nomination remains one of the strongest ways to secure an ITA when federal category and CEC cut-offs do not fit your file.

New temporary public policy: study on a work permit without a study permit

IRCC confirmed a temporary public policy that took effect September 4, 2026. Eligible foreign nationals who hold a valid work permit may study without a study permit when the course or program is six months or less.

Who is eligible

You hold a valid work permit.
Your program of study is not longer than 6 months.
Authorization lasts until your work permit expires or six months, whichever comes first.

Workers in Quebec are included as of the same date. If you meet the federal policy criteria, IRCC states you do not need a Quebec Acceptance Certificate (CAQ) for study under this measure.

How long the policy lasts

The public policy expires December 31, 2027, and may be revoked earlier without notice.

Critical CEC and CRS warning for full-time students

If you study full-time under this temporary public policy, work experience you gain during those studies will not count toward eligibility for the Canadian Experience Class, or Canadian work experience points under the Express Entry CRS grid.

Practical checklist for the next 30 days

Update your Express Entry profile if job title, NOC, language scores, or work history changed.
Map yourself to a live category using IRCC's category page.
Recalculate CRS after any language test or new work months.
If you hold a work permit and want a short course, confirm program length is 6 months or less and ask whether study will be full-time before you enroll.
Keep employment letters, pay evidence, licences, and language results ITA-ready.
If federal cut-offs sit above your CRS, review province streams that match your NOC.
