Overview
The PEI Provincial Nominee Program (PEI PNP) is run by the PEI Office of Immigration under the Canada–Prince Edward Island immigration agreement. The province selects people based on their intention to live and work in PEI and their ability to establish economically there. After a nomination, Immigration, Refugees and Citizenship Canada (IRCC) decides the permanent residence application and checks admissibility.
PEI groups its streams into three parts: the Labour Impact category (the province also calls it the Workforce category), with six employer-driven stream pages; PEI Express Entry, linked to the federal Express Entry system; and the Business Impact category, which includes the Work Permit Stream for entrepreneurs (the only business stream reported on the province's draws page).
- Maximum points in each EOI points grid
- 100
- Application fee for worker and Express Entry streams
- $300
- EOI profile validity
- 6 months
- To submit your application after an invitation
- 30 days
The province says its pathways depend on federal immigration allocations, application volumes and provincial labour market needs. On its draws page, updated October 16, 2026, it says it is selecting and prioritizing skilled workers in higher-demand sectors such as healthcare, trades and manufacturing, and that people in the sales and service sector may not receive an invitation at this time.
The one thing most people get wrong
An EOI profile is not an application. The province says it is only an indication of your interest, and it reserves the right to limit intake or exclude profiles from draws. PEI does not publish a minimum score for its Labour Impact and Express Entry draws, so a high EOI score alone does not tell you whether you will be invited.
Who it fits
A good fit if
- You work full-time for a PEI employer that has operated in the province for at least two years and will support you with a permanent or two-year, non-seasonal job offer.
- You work in healthcare, the trades, manufacturing or another sector PEI is prioritizing.
- You graduated from a publicly funded PEI institution, such as the University of Prince Edward Island (UPEI), Holland College or Collège de l'Île, and have a PEI job offer.
- You are in the federal Express Entry pool and live and work in PEI with an eligible employer.
- You work in a TEER 4 or 5 job in PEI, have six months with your employer and at least Canadian Language Benchmark (CLB) 4.
Look elsewhere if
- You work in sales and service. PEI says these workers may not receive an invitation at this time.
- Your plan depends on the Business Work Permit stream. PEI issued no business invitations in any 2026 draw through October 16. Provincial entrepreneur streams
- Your job offer is seasonal, part-time, commission-only, home-based or with a business you own shares in. These offers are not eligible.
- You already have an immigration application in process in another province or territory.
- You have no PEI connection and a competitive federal score. A federal Express Entry round may be simpler. Express Entry
PEI PNP streams in 2026
Only PEI Express Entry is linked to the federal system. A nomination through it adds 600 points to your Comprehensive Ranking System (CRS) score. The other streams lead to a base nomination, and you then apply to IRCC outside Express Entry.
| Express Entry-aligned (+600 CRS) | Job offer needed | Key requirement | |
|---|---|---|---|
| Skilled Workers in PEI | No | Yes | TEER 0–3 job offer, current PEI employment, two-year post-secondary credential |
| Skilled Workers Outside Canada | No | Yes | The Skilled Worker stream used for recruiting abroad; the employer needs the Office's authorization first |
| Critical Workers | No | Yes | TEER 4–5 job, 6 months with the PEI employer, CLB 4 |
| International Graduates | No | Yes | Graduate of a publicly funded PEI institution, valid PGWP |
| Intermediate Experience | No | Yes | TEER 4 job, 6 months of Canadian work on an LMIA-based permit |
| Occupations in Demand | No | Yes | Permanent offer in one of 8 listed occupations |
| PEI Express Entry | Yes | No | Express Entry profile; PEI prioritizes people living and working in PEI |
| Business Work Permit (Business Impact) | No | No | Net worth of $600,000; no invitations in 2026 draws through October 16 |
Labour Impact streams, common rules. All six need a full-time, non-seasonal job offer that is permanent or lasts at least two years, from a PEI employer. Most require age 18 to 59, sufficient funds to settle with your family, and a genuine intention to settle in PEI. Language tests must be from an IRCC-approved organization and less than two years old.
- Skilled Workers in PEITEER 0–3 job offer, two years of full-time work in the last five, a valid work permit, a post-secondary degree or diploma of at least two years. Language: CLB 4 on a test, or the employer confirms on the job offer form that your English or French is enough for the job.
- Skilled Workers Outside CanadaThe same requirements for people outside Canada, but the employer must get the Office of Immigration's authorization before offering the job. With approval, you receive a work permit support letter.
- Critical WorkersTEER 4 or 5 job, at least six months of full-time continuous work with the PEI employer, a valid work permit, a high school diploma, two years of full-time work or relevant education in the last five, and CLB 4. Truck drivers (NOC 73300) need 12 months of long-haul experience and an eligible PEI employer.
- International GraduatesGraduated from a publicly funded PEI post-secondary institution, with a valid post-graduation work permit (PGWP). TEER 0–3 jobs need the employer's language confirmation; TEER 4–5 jobs need CLB 4.
- Intermediate ExperienceTEER 4 job offer, at least six months of full-time Canadian work on a Labour Market Impact Assessment (LMIA)-based work permit related to the PEI job, a high school diploma, and CLB 4. Recruitment from outside PEI needs prior approval and applies only to priority employment sectors.
- Occupations in DemandA permanent full-time offer as a nurse aide (NOC 33102), transport truck driver (73300), construction helper or labourer (75110), light duty cleaner (65310), processing or manufacturing labourer (95109), material handler (75101), food and beverage process operator (94140) or industrial butcher (94141). One year of related experience, a high school diploma and CLB 4.
PEI Express Entry. You must meet one of the federal Express Entry programs (Federal Skilled Worker Program, Federal Skilled Trades Program or Canadian Experience Class) and have a profile in the federal pool. PEI prioritizes candidates living and working in the province with an eligible PEI employer. If you hold a PGWP from an institution outside PEI, or a spousal open work permit based on a spouse's study outside PEI, you need nine months of continuous full-time work with the supporting PEI employer and at least four months left on your work permit when you submit your EOI.

A PEI Express Entry nomination adds 600 points, but you still need an invitation in an IRCC round.OpenBusiness Work Permit Stream (Business Impact category). For people with business ownership or extensive management experience who will move to PEI, start a business and manage it actively. The province's criteria include a verified personal net worth of at least $600,000 from legal sources, age 21 to 59, a high school education, CLB 4, an interview, and a performance agreement with the Office of Immigration. You first receive a work permit support letter. You are nominated only after you meet the performance agreement's terms. See the province's current criteria.
Rules for every stream
PEI's Workforce Application Guide (March 30, 2026) says you may not be eligible if any of the following applies:
- You already have an active application with the PEI Office of Immigration, or an application in process in another province or territory.
- You were refused for misrepresentation in any immigration program.
- You are in Canada without status or work without authorization, or lost status more than 90 days ago without applying for restoration.
- You are an unresolved or failed refugee or humanitarian and compassionate claimant living in Canada.
- Your job is seasonal, part-time or casual, paid only by commission, not based in PEI, or permanently home-based or virtual (unless it meets the province's policy).
- You are self-employed, or the job offer is from a business you own shares in or plan to start.
- Employer in operation 2 yearsActive and continuous operation in PEI under current ownership or management for at least two years, with good workplace practices.
- Recruitment effortThe employer documents unsuccessful recruitment in Canada and that the job is critical to the business.
- Fair termsProvincial and federal workplace standards and the comparable industry wage rate, with a signed employment contract.
- LicensingIf the job is regulated in PEI, your credentials are verified.
- Employer portalIf you need a work permit, the employer registers in IRCC's Employer Portal and pays the $230 employer compliance fee.
How selection works
Your EOI profile is ranked on a 100-point grid. PEI says it ranks profiles on language, education, skill and work experience, strategic priorities that meet immediate labour needs, and other employment factors such as a PEI job offer or Canadian work experience. The province can change the criteria and points at any time without notice.
| Factor | Skilled Worker | Critical Worker | International Graduate | Express Entry with job offer | Express Entry without job offer |
|---|---|---|---|---|---|
| Age | 15 | 15 | 25 | 20 | 20 |
| Language | 20 | 20 | Not scored | 20 | 20 |
| Education | 15 | 15 | 35 | 15 | 15 |
| Work experience | 20 | 20 | Not scored | 15 | 20 |
| Employment | 15 | 15 | 20 | 15 | 10 |
| Adaptability | 15 | 15 | 20 | 15 | 15 |
| Total | 100 | 100 | 100 | 100 | 100 |
Language points use your lowest score of the four abilities. Adaptability points include close family in PEI for at least 12 months, a spouse or dependent child with CLB 6, a spouse with 3 years of work in the last 5, owning a home in PEI for 12 months, and graduating from a PEI institution. Intermediate Experience and Occupations in Demand use the same factor maximums as Critical Worker.
From January 15 to October 16, 2026, PEI issued 1,483 invitations in 11 draws, all to the Labour Impact and PEI Express Entry streams and none to Business Work Permit entrepreneurs (as published on the province's Expression of Interest Draws page, updated October 16, 2026, checked November 4, 2026). PEI reports Labour Impact and Express Entry invitations together and does not publish a minimum score for them.
PEI's anticipated schedule, published January 7, 2026, lists November 19 and December 17, 2026 as the remaining invitation dates. The province says the schedule is for general information only, and actual draw dates have sometimes differed from it.
Step by step
- 1
1. Check your stream
Read the Workforce Application Guide (or the Business Application Guide) and confirm you meet the criteria before you create a profile. For PEI Express Entry, create your federal Express Entry profile first.
- 2
2. Create your EOI profile
Register in PEI's online EOI system with your email and passport details. You can have only one active profile. It stays active for six months, and you can update it until you are invited. There is no fee.
- 3
3. Invitation to apply
If invited, you receive an email with your file number. You have up to 30 days to complete the online application form, or the invitation expires.
- 4
4. Submit and pay
Pay the $300 fee when you submit the Workforce Application Form. Within five business days, you receive a secure link to upload all supporting documents as one PDF file (50 MB maximum). Your employer completes the job offer form.
- 5
5. Provincial decision
The Office does not post or promise processing times and may ask to meet you and your family. If approved, you receive a nomination and, where needed, a work permit support letter for an employer-specific work permit without an LMIA.
- 6
6. Apply to IRCC
Base streams: apply for permanent residence within three months of receiving your nomination certificate. PEI Express Entry: accept the nomination in your Express Entry account, then apply if IRCC invites you.
You must stay with the employer that supported your nomination until you become a permanent resident, and report any change in family status, job or contact details to the Office of Immigration and IRCC right away.
Costs and processing times
| Stage or stream | Provincial fee |
|---|---|
| Creating an EOI profile | No fee |
| Labour Impact streams and PEI Express Entry (if invited) | $300, non-refundable |
| Business Work Permit Stream (if invited) | $10,000 (refunded in full if the file is not accepted; $7,500 refunded if declined or withdrawn before the interview; non-refundable after the interview) |
| Fee | Amount |
|---|---|
| Principal applicant (processing fee plus right of permanent residence fee) | $1,590 |
| Spouse or partner (processing fee plus right of permanent residence fee) | $1,590 |
| Dependent child | $270 each |
| Biometrics | $85 per person, $170 maximum per family |
Employers that support a work permit also pay IRCC's $230 employer compliance fee. PEI does not publish provincial processing times. IRCC's processing times for the second stage are shown below, live from IRCC's processing times tool.
Common refusal reasons
| Reason | What it means | Rule |
|---|---|---|
| Profile does not match the application | The Office compares your application with your EOI profile. Points you claimed must be supported by documents. | PEI EOI rules |
| Missed the 30-day window | The invitation expires and you must create a new profile, with no promise of another invitation. | Workforce Application Guide, step 3 |
| Ineligible job offer | Seasonal, part-time, commission-only or virtual jobs, or offers from a business you own shares in. | Workforce Application Guide, general eligibility |
| Employer does not qualify | For example, under two years of operation in PEI, no proof of local recruitment, or below the industry wage. | Employer requirements |
| Language or education below the stream minimum | For example, under CLB 4, or an expired test (tests are valid for two years). | Stream criteria |
| Misrepresentation | Refusal, and a two-year ban from applying to the PEI Office of Immigration. At IRCC, misrepresentation can lead to five years of inadmissibility. | PEI policy; Immigration and Refugee Protection Act s. 40 |
| Status problems | Being out of status, working without authorization, or being on a study permit while not studying. | PEI eligibility rules |
PEI says there is no appeal process for refused applications, and the processing fee is not returned. You can submit a new EOI right away if you meet the criteria at that time. A challenge to an IRCC refusal in Federal Court requires a lawyer.
Closed and inactive streams
The PEI pages checked on November 4, 2026 do not announce a closed Labour Impact or Express Entry stream. Three limits apply in practice:
- Business Work Permit Stream: still listed by the province, but no entrepreneur invitations were issued in any of the 11 draws from January 15 to October 16, 2026.
- Sales and service workers: the province says they may not receive an invitation at this time, even if they meet a stream's requirements.
- PGWP holders who studied outside PEI: the Office may limit invitations in some occupations because of high volume, and PEI Express Entry needs nine months with the PEI employer.
PEI and the Atlantic Immigration Program
The Atlantic Immigration Program (AIP) is a separate federal program open in PEI and the other three Atlantic provinces. A PEI employer must first be designated by the province, then offer you a job, and you need a settlement plan and a provincial endorsement before you apply to IRCC. It does not give the 600 Express Entry points. The Provincial Nominee Program page compares the two.
After approval
IRCC decides every permanent residence application. If approved, you receive a confirmation of permanent residence and then a permanent resident card. The Office of Immigration may contact you with a short survey for up to five years after landing. Business nominees must have already met their performance agreement before they are nominated.

PEI's draws page shows 1,483 invitations in 11 draws from January 15 to October 16, 2026. All of them went to the Labour Impact and PEI Express Entry streams, which the province reports together. No Business Work Permit entrepreneur invitations were issued.
The Work Permit Stream is still listed on the province's site, with a $600,000 net worth requirement and a $10,000 application fee. However, PEI issued no business invitations in any 2026 draw through October 16. The province has not published a reason or a minimum business score.
Yes for all six Labour Impact streams, which need a full-time, non-seasonal offer that is permanent or lasts at least two years. PEI Express Entry does not list a job offer as a requirement, but the province prioritizes candidates living and working in PEI with an eligible employer.
Creating an EOI profile is free. If invited, worker and Express Entry applicants pay a non-refundable $300 fee. The Business Work Permit Stream fee is $10,000. IRCC's own fees, such as $1,590 per adult, are paid separately.
Six months. You can update it until you are invited. If it expires, or if you do not apply within 30 days of an invitation, you need to create a new profile.
PEI does not publish a minimum score for its Labour Impact and Express Entry draws. It ranks profiles on a 100-point grid and selects based on its priorities, currently healthcare, trades, manufacturing and other sectors with labour shortages.
PEI requires you to work with the employer that supported your nomination until you become a permanent resident. Any change must be reported to the Office of Immigration and IRCC immediately, and it can affect your nomination.
The province's anticipated schedule, published January 7, 2026, lists November 19 and December 17, 2026. PEI says the schedule is for general information only, and actual draw dates have sometimes differed from it, so check the draws page.
