Overview
Permanent residence applications often take longer than the work permit you already hold. The bridging open work permit (BOWP) fills that gap. It is an open work permit, so you can work for almost any employer in Canada while you wait for a decision on your permanent residence application.
The legal basis is paragraph 205(a) of the Immigration and Refugee Protection Regulations (IRPR), which allows work permits for work that brings significant social, cultural or economic benefits to Canada. IRCC uses administrative code A75 for this permit. Its officer instructions say the benefit comes from people who already work in Canada keeping their jobs and settling while they move to permanent residence. No Labour Market Impact Assessment (LMIA) is needed.

The one thing most people get wrong
An Express Entry profile in the pool is not a permanent residence application. You can only apply for a BOWP after you receive an invitation, submit your full application and receive IRCC's acknowledgement of receipt confirming it passed the completeness check. If your permit will expire before then, extend it the usual way, which may need a new LMIA or offer of employment from your employer.
IRCC's current eligibility rules do not say how close to expiry your work permit must be. What matters is your status on the day you apply: you hold a valid work permit, you are on maintained status as a worker, or you are eligible to restore your status. IRCC updated its officer instructions in July 2022 to say the applicant must be authorized to work at the time of submission only.
Who it fits
A good fit if
- You are in Canada and working on a work permit, or on maintained status after applying to extend it.
- You are the principal applicant on a permanent residence application under Express Entry, the Provincial Nominee Program, the Quebec skilled worker or Quebec investor class, the Agri-Food Pilot or an eligible caregiver program.
- You have received the acknowledgement of receipt, eligibility letter or approval in principle letter that your program requires.
- Your current permit ends before IRCC is likely to decide your permanent residence application.
- If you were nominated by a province, your nomination letter says there are no restrictions on your employment.
Look elsewhere if
- You are the spouse or dependent child of the principal applicant. Family members use a different open work permit. Spousal Open Work Permit
- You are still in the Express Entry pool without an invitation. Extend your current permit instead. Work Permits
- Your provincial nomination restricts you to an employer. You would need an employer-specific permit for nominees. Provincial Nominee Program
- You applied under the Home Care Worker Immigration pilots that opened in 2025. IRCC says these applicants are not eligible for a BOWP.
- You are outside Canada, or you want to apply at a port of entry. A BOWP can only be issued to someone already in Canada.
- You work without a work permit, for example as a student working off campus. Only workers on maintained status are covered among people exempt from needing a permit.
Eligibility
Every BOWP applicant must meet the general requirements below. The stage your permanent residence application must reach, and the letter you upload, depend on your program.
- In Canada as a temporary residentYou must be in Canada after being allowed in as a temporary resident. IRCC does not issue a BOWP at a port of entry or a visa office.
- Authorized to work when you applyYou hold a valid work permit, or your permit expired after you applied to extend it (maintained status), or you are eligible to restore your status as a worker.
- Principal applicantYou are the principal applicant on the permanent residence application, not a spouse or dependant.
- Right program and stageYour application is under an eligible program and has reached the stage shown in the table below.
- Where you plan to liveFor most programs you must live in Canada and intend to live outside Quebec. Quebec skilled workers and Quebec investors must intend to live in, or live in, Quebec.
- General work permit rulesYou must meet the general requirements for any work permit, including admissibility.
| Express EntryFSW, CEC, FST and provincial nominees through Express Entry | Provincial Nominee Program outside Express Entry | Quebec skilled worker or investor | Agri-Food Pilot and caregiver programs | |
|---|---|---|---|---|
| Stage reached | Application passed the completeness check | Application passed the eligibility assessment | Application passed the completeness check | Approved in principle |
| Upload in Client information | Acknowledgement of receipt letter (plus nomination letter for nominees) | Acknowledgement of receipt letter and nomination letter | Quebec Selection Certificate (CSQ) and letter with your application number starting with E | Approval in principle letter |
| Extra condition | Nominees: no employment restrictions | No employment restrictions on the nomination | CSQ valid when you applied for permanent residence | Home child care and home support pilots: 6 months of qualifying work |
Federal Skilled Worker Program (FSW), Canadian Experience Class (CEC) and Federal Skilled Trades Program (FST) applicants all follow the Express Entry column. For the caring for children class and the caring for people with high medical needs class, the permanent residence application must have been submitted before those programs closed on June 18, 2019.
Provincial nominees outside Express Entry
Your acknowledgement of receipt does not mean IRCC has started your BOWP. IRCC holds the work permit application until it confirms that you meet the basic eligibility requirements for permanent residence under the Provincial Nominee Program, then assesses it.
Home Care Worker Immigration pilots
If you applied under the Home Care Worker Immigration pilots that opened in 2025, IRCC says you are not eligible for a BOWP. The older Home Child Care Provider Pilot and Home Support Worker Pilot (opened from 2019 to 2024) remain on the eligible list.
Step by step
- 1
Protect your status while you wait for an invitation
Do not let your work permit expire before you can apply for a BOWP. If needed, extend it the usual way. Your employer may need a new LMIA or a new offer of employment.
- 2
Submit a complete permanent residence application
Apply as the principal applicant. An incomplete Express Entry or Quebec skilled worker application is cancelled, and then you are not eligible for a BOWP.
- 3
Wait for the right letter
IRCC sends the acknowledgement of receipt to your account after it receives your application and finds it complete. Agri-Food Pilot and caregiver applicants wait for the approval in principle letter.
- 4
Apply online to change your work permit conditions
Use the in-Canada work permit extension application (IMM 5710). Select Open work permit as the type of permit. Upload your letter, and your nomination letter or CSQ if you have one, in the Client information field. In most cases you must apply online.
- 5
Pay the fees
Pay the work permit processing fee and the open work permit holder fee, plus the restoration fee if you are restoring your status. Give biometrics if IRCC asks.
- 6
Keep working while IRCC decides
If you applied before your work permit expired, you can keep working under its conditions until IRCC decides (IRPR paragraph 186(u)). If you are restoring your status, you cannot work until IRCC approves the new permit.
Quebec skilled worker and Quebec investor applicants must also answer yes to the question asking whether IRCC has told them they are approved in principle for permanent residence, as IRCC's instructions direct.
You may leave Canada while IRCC processes the BOWP. However, if your work permit expires while you are outside Canada, or you leave after it expires, you lose your temporary resident status. If you then return as a temporary resident, you cannot work until IRCC approves your new permit. For provincial nominees, IRCC says you must be in Canada with valid temporary resident status when it decides, or the application may be refused.
Costs and processing times
| Fee | Amount |
|---|---|
| Work permit processing fee | $155 |
| Open work permit holder fee | $100 |
| Restore your status as a worker and get a new work permit (instead of the $155 fee) | $401.25 |
| Biometrics, if required | $85 per person |
If IRCC refuses the BOWP because your Express Entry or Quebec skilled worker application was incomplete, its officer instructions say the open work permit holder fee is refunded but the processing fee is not. A BOWP application is processed as an in-Canada work permit application. The live IRCC processing times below show the current waits for in-Canada work permits and extensions.
Common refusal reasons
| Reason | What it means | Rule |
|---|---|---|
| Applied too early | You applied with only an Express Entry profile, or before your application passed the completeness check or eligibility stage. | IRCC BOWP instructions (code A75) |
| Permanent residence application incomplete | If IRCC's intake office finds the application incomplete, the BOWP must be refused. | IRPR s. 10 |
| Not the principal applicant | Spouses and dependants cannot get a BOWP. They have their own open work permit category. | IRCC BOWP instructions |
| Restricted nomination | A nomination that ties you to an employer rules out an open permit. IRCC points these nominees to a separate employer-specific category. | IRCC BOWP instructions |
| Not authorized to work when applying | Your status had expired and you were not eligible for restoration, or you were working under an exemption other than maintained status. | IRPR ss. 182 and 186(u) |
| Ineligible program | For example, an application under the Home Care Worker Immigration pilots opened in 2025. | IRCC BOWP instructions |
| General work permit grounds | Inadmissibility, or not meeting the other requirements for a work permit. | IRPR s. 200 |
Most of these problems are about timing. Track your permit's expiry date against your permanent residence timeline, and apply to extend your current permit if you will not have your acknowledgement of receipt in time.
After approval
- You can work for any employer, except employers on IRCC's non-compliant list and employers that regularly offer striptease, erotic dance, escort services or erotic massages.
- Provincial nominees and Quebec skilled workers can work anywhere in their nominating province, or in Quebec, but not elsewhere. IRCC prints this location condition on the permit.
- IRCC's officer instructions set the permit at 24 months from the date of issue. A work permit cannot be valid past your passport's expiry date.
- For Quebec skilled worker and Quebec investor applicants, the first BOWP is 24 months or your passport's validity, whichever is shorter, and any extension is normally 12 months.
- Your spouse or common-law partner and dependent children may qualify for their own open work permits as family members of an economic class permanent residence applicant.
- If you were not medically examined, the permit may carry conditions that stop you working in jobs such as health care or child care until you complete a medical exam.
When IRCC approves your permanent residence, you become a permanent resident and no longer need a work permit. If your permanent residence application is refused or withdrawn, the basis for the BOWP ends, so plan another way to stay and work.

No. A profile in the pool is not a permanent residence application. You need an invitation to apply, a submitted application and IRCC's acknowledgement of receipt confirming your application passed the completeness check. Until then, keep your status by extending your current work permit.
IRCC's current eligibility rules do not include any time window for your permit's expiry. You must be authorized to work when you apply: with a valid work permit, on maintained status after applying for an extension, or eligible to restore your status. IRCC's officer instructions say authorization is needed at the time of submission only.
Yes, if you applied before your current work permit expired and you keep following its conditions. This is maintained status under paragraph 186(u) of the regulations. If you applied while restoring your status, you cannot work until the new permit is approved.
No. Only the principal applicant can get a BOWP. Your spouse or common-law partner and dependent children may apply for open work permits as family members of an economic class permanent residence applicant, if they meet those rules.
IRCC's officer instructions set it at 24 months from the date of issue, but it cannot be valid past your passport's expiry date. For Quebec skilled worker and investor applicants, extensions are normally issued for 12 months.
No. A BOWP issued to a provincial nominee is limited to the nominating province, although you can change employers within it. If your nomination restricts your employment to one employer, you are not eligible for a BOWP and need a different permit.
IRCC's fee list shows $155 for the work permit and $100 for the open work permit holder fee, so $255 in total. If you also need to restore your status, the restoration and new permit fee is $401.25 instead of $155. Biometrics cost $85 if IRCC asks for them.
You can leave Canada while IRCC processes it. But if your work permit expires while you are away, or you leave after it expires, you lose your temporary resident status and cannot work on return until the new permit is approved. Provincial nominees must be in Canada with valid status when IRCC decides.
