Canada Study Permit and PGWP 2026: Key Takeaways

• For many graduates who applied for a study permit on or after November 1, 2024, PGWP rules add language scores and, for college and non-degree university programs, an eligible field of study. Who needs a study permit

A study permit lets you study at a DLI in Canada. Apply before you travel. Your school must validate the letter of acceptance. If the school misses IRCC’s deadline, IRCC returns the application and refunds the processing fee.

You still need proof of identity (passport and photos) and proof of funds for yourself and any family members. IRCC also recommends a letter of explanation. Medical exams, police certificates, and custodian documents apply in some cases. Check the live funds table on IRCC the day you file. Amounts change.

PAL, TAL, and the 2026 student cap

Most study permit applications need a PAL or TAL from the school after you accept the offer and pay some or all tuition. Quebec applicants use a CAQ, which serves as the PAL/TAL.

IRCC’s 2026 cap notice (November 25, 2025) sets a national issuance target of 408,000 permits. Up to 180,000 of those are for PAL/TAL-required cohorts. Ontario’s PAL/TAL-required issuance target is 70,074; Quebec 39,474; British Columbia 24,786; Alberta 21,582. Application allocations are higher because some files are refused. Spaces are finite. A PAL does not guarantee approval.

PAL/TAL exemptions in 2026

• master’s and doctoral students at public DLIs (new as of January 1, 2026)

• primary and secondary (K–12) students

• certain Government of Canada priority and vulnerable groups

• existing study permit holders extending at the same DLI and same level of study

Graduate applicants at public DLIs should still confirm the school is on IRCC’s public DLI list for the exemption.

After you study: PGWP basics

You can apply from inside or outside Canada if you meet the rules. You get one PGWP in a lifetime. You are not eligible if you already held a PGWP, studied English or French as a second language only, took general-interest courses, completed a non-credit program (except eligible flight school), completed more than 50% of the program by distance learning (subject to older COVID policies), or studied at a non-PGWP DLI, including most public-private curriculum licensing (P3) programs after the cut-off dates IRCC lists.

Language and field of study (study permits filed on or after November 1, 2024)

• Bachelor’s, master’s, doctoral: CLB/NCLC 7 in all four abilities. No field-of-study filter.

• Other university programs: CLB/NCLC 7. Field of study required if the study permit was filed on or after November 1, 2024.

• College, polytechnic, or other non-university: CLB/NCLC 5. Field of study required for study permits filed on or after November 1, 2024.

• Flight school: no language or field-of-study extras if you meet the licence or instructor-offer rules.

PGWP applications submitted before November 1, 2024 are exempt from the new language and field-of-study layers. IRCC froze the 2026 field-of-study CIP list; search your code on the currently eligible CIP table.

Distance learning after August 31, 2024

If your lock-in date is on or after September 1, 2024, you must complete at least 50% of the program in class in Canada. Time spent studying outside Canada is deducted from PGWP length. Online study from outside Canada after August 31, 2024 does not count toward length.

How to apply for a study permit

1. Get a DLI letter of acceptance and confirm the school will validate it.

2. Get a PAL/TAL or CAQ, unless you are in an exempt group.

3. Gather passport, photos, proof of funds, and a study plan.

4. Complete medical or police steps if they apply.

5. Pay $150 and apply online before you travel.

6. After approval, carry the original passport if IRCC requests it.

For PGWP: apply within 180 days of written confirmation that you finished. If the study permit will expire before marks arrive, apply for a visitor record or leave Canada. Do not let status lapse if you plan to restore as a student.
